Issues and Options for ACP Countries in Global Knowledge Partnerships

The Global Knowledge II meeting in Kuala Lumpur in March 2000 brought together organisations and institutions from throughout the world to explore the potential of, and form partnerships on, the effective use of knowledge and ICTs to support development. The European Union, working with the World Bank as a central organiser of the event and of the GK Partnership, are keenly aware of the need for ACP countries (i.e. signatories of the Lomé Convention with the EU) to engage effectively in this process, in order to build up their capacity to generate and use knowledge for development. With funds from the European Union’s Development Directorate and the cooperation from the World Bank, it was therefore decided to launch a project that would:
  • Enable about 70 participants from ACP countries to travel to the GK2 conference in Kuala Lumpur;
  • Provide research assistance to support their participation in the Global Knowledge Partnership and in knowledge networking more generally.
Comunex, a research organisation specialising in international knowledge and media issues, was chosen to carry out this part of the work. Along with Comunex senior staff, Seán Ó Siochrú and Bruce Girard, a team of consultants covering the African, Caribbean and Pacific regions was retained to undertake local work, as required.
